If you ask me, yes—Kotor is absolutely worth visiting. Over the centuries, it was shaped by different empires, especially the Republic of Venice, which left behind the beautiful architecture you see today—stone palaces, narrow alleys, and fortified walls climbing high into the mountains.

Many tourists report feeling safe in Montenegro and recommend it as the best place for a carefree vacation. As is the case for most tourist areas, those who travel to Montenegro should watch out for beggars, pickpocketers and tourist scams, especially during the tourist season.

Verdict: Budva has more attractions at its disposal, whereas Kotor's attractions are arguably more beautiful. However, you could spend two days in Kotor and see it all, whereas in Budva you could stay a week. So, when it comes to Budva or Kotor for attractions, Budva wins.
